replace setup-cocoapods action with inline version assert
...
The maxim-lobanov/setup-cocoapods action is a no-op on our runners: it
only reinstalls when pod --version doesn't match the requested version,
and macos-26 already ships CocoaPods 1.16.2 preinstalled. It also pulls
in a Node 20 action. Replace it with an inline assert that fails loudly
(linking the runner image doc) if the preinstalled version ever drifts.
