perf: skip minute-tick subscription for actors without a live status
...
useActorStatus subscribed every caller (PostMeta, avatars, feed items)
to the TickEveryMinuteContext, so each minute tick re-rendered every
visible post even though the tick only exists to re-validate an
existing status's expiry. Gate the subscription on the actor actually
having a status record, using React 19 conditional use().
