fix android bottom sheet lint warnings

- Replace EdgeToEdgeUtils.setLightStatusBar (internal Material API) with
  WindowInsetsControllerCompat.isAppearanceLightStatusBars (public API)
- Replace resource reflection for status_bar_height/navigation_bar_height
  with ViewCompat.getRootWindowInsets + WindowInsetsCompat
- Add missing DRAGGING/SETTLING cases to when block
