Add localRefPath field to all VideoState types to track the storage path
used when saving/restoring videos in drafts. This allows:
- Preserving video identity across draft saves (reuse same path)
- Tracking whether a video was already compressed
- Skipping re-compression when restoring from draft
Also add:
- createRestoredVideoState() for creating video state starting at upload
- uploadPrecompressedVideo() for uploading without re-compressing
