Revamp edit image alt text dialog (#5461)

* revamp alt dialog

* readd the limit check

don't trim with enforceLen, it ruins copy-pasting long text and it's overall annoying behavior

* Update src/view/com/composer/photos/ImageAltTextDialog.tsx
