Remove unnecessary lint rule suppression (#6544)

* ▫️remove deprecated react native eslint package. add react hooks and modern native eslint package. fix bugs

* in retrospect lets just remove the async from uselocalelanguage

* finally clean it all up

* revert yarn.lock

* restore logic
